Answers to the most specific and commonly confused eligibility questions for UPSC CMS 2026 — covering internship timing, rural bonds, foreign MBBS, age calculation, and government employee rules.
Quick Eligibility Summary
Specific Eligibility Questions
Can I appear for UPSC CMS during my internship?
Yes. You can sit for the UPSC CMS written exam while your internship is in progress. However, at the time of the Personality Test (interview), you must have completed your MBBS degree and internship, and hold a valid registration from a State Medical Council or the NMC. So if your internship ends before the interview date (typically 3–5 months after the written exam), you are fully eligible.
What is the age limit for UPSC CMS 2026?
The upper age limit is 32 years as of 1st August of the exam year (i.e. 1st August 2026 for UPSC CMS 2026). Relaxations: OBC = +3 years (up to 35), SC/ST = +5 years (up to 37), PwBD = +10 years (up to 42). There is no lower age limit beyond having an MBBS degree.
Can I appear for UPSC CMS with a rural service bond (MMVY, NHM bond, state bond)?
Yes. Having a rural bond does not disqualify you from appearing or even clearing UPSC CMS. However, before you can join the Central Government post, you must either complete your bond service period or get a No Objection Certificate (NOC) and pay the bond penalty to your state government. Bond break rules and penalty amounts vary by state. Check your specific bond agreement and your state's health department rules.
Do I need a post-graduate degree to appear for UPSC CMS?
No. UPSC CMS is specifically designed for MBBS graduates. A postgraduate degree (MD/MS/DNB) makes you eligible for Specialist posts within CHS but is not required for the General Duty Medical Officer (GDMO) posts that form the bulk of UPSC CMS vacancies. Fresh MBBS graduates with completed internship are fully eligible.
Is MBBS from a deemed university / private medical college valid for UPSC CMS?
Yes, as long as your MBBS degree is from a medical college recognised by the NMC (National Medical Commission), your degree is valid for UPSC CMS regardless of whether the college is government, private, deemed, or autonomous. The key requirement is NMC recognition and a valid State Medical Council / NMC registration.
Is a foreign MBBS (FMGE qualified) valid for UPSC CMS?
Yes. Candidates who hold an MBBS from a foreign university AND have passed the FMGE (Foreign Medical Graduates Examination, now NExT) and hold a valid registration in India are eligible for UPSC CMS. The FMGE/NExT clearance and Indian medical registration are mandatory.
Can OBC candidates who have applied under UR category in the past apply as OBC in UPSC CMS?
Yes. You can apply in whichever category you are currently eligible for based on your valid OBC certificate. There is no restriction based on past applications. Ensure your OBC certificate is valid and not from the Creamy Layer, and is issued by a competent authority as per UPSC's accepted format.
What is the age calculation date for UPSC CMS 2026?
The critical date for age calculation is 1st August 2026. If you turn 32 on or before 1st August 2026, you are not eligible under UR. The UPSC notification always specifies this date. For age relaxation categories, the same date applies.
Can I appear for UPSC CMS if I am already in a government job?
Yes. Government employees can appear for UPSC CMS without resigning from their current job. However, if selected, you will need to resign from your existing government position before joining the CMS post. Most government jobs require prior permission to apply for other central government posts — check your service rules.
Is NMC registration mandatory to apply for UPSC CMS or only at joining?
A valid registration from a State Medical Council or the NMC is mandatory at the time of the Personality Test (interview), not at the time of filling the application form. You can fill the form while your internship is ongoing, but you must have registration before appearing for the interview.
Can doctors who completed MBBS before 2019 appear for UPSC CMS 2026 if they are within the age limit?
Yes. There is no restriction on how long ago you completed your MBBS, as long as you are within the upper age limit (32 years as on 1st August 2026, with applicable relaxations). MBBS completion year does not affect eligibility.
Is there any bond or service obligation after joining UPSC CMS?
No. Unlike state government jobs or NHM posts, UPSC CMS selection does not come with a rural service bond or lock-in period. You are a Central Government employee and can apply for transfer, study leave, or deputation through normal service rules. There is no compulsory bond period.
